Boyfriend of 4 years some advice?

me and my boyfriend been together for basically 4 years now. and throughout those years of being with him it's been a rough road. well to make things a little clear and understandable, i dont really have no way to contact him because of where he is living he cant really use the phone he'll call me when he can.. but i gave him my ipod so that way atleast we can text eachother but lately he hasnt been contactng me and when he does text me it's always an excuse as of why he has stopped texting me the night before , and im getting sick of it. i feel like we're not even together because isnt a boyfriend suppose to call you , write to you get some kind of contact with you atleast let u know about his where's about.?! he always use to do that , and now these past few days we havent spoken much. now last night he told me he would call me when he gets home he goes to night school he comes out at 9pm, well he hasnt called me.. hes suppose to be my best friend and now i feel like its just not working out, i feel like somethings up and i dont know what.. i feel sad and angry because i cant call him. i always have to wait for him to contact me first.. what can i do? =/ breaking up is never a first option for me cause i do love him so much like we're even engaged, some advice?
